I'm sure if you informed them that you would like them bagged, regardless of what state they are in then they can.
Personally, I prefer them binned. Call me wasteful but dealing with crappy undies would be the last thing I would want to deal with after they have been bagged all day.
But can understand if you find it hard sourcing a particular size.

They're cheap enough to replace, not like it's an everyday occurrence here.

When I worked in child care we would rinse and bag, used to annoy me every time I did it.
With my own children they went straight in the bin.
That said I think they should have informed you of their policy (whatever it is) when they knew your DD was starting toilet training.
If you want the undies kept I would ask them to put them in a bag so they can be picked up in the afternoon, but I wouldn't expect them to rinse them out.

I had to come and update after what happened yesterday.
We had some poo undies sent home in a plastic bag, no stress but when I went to wash the shorts which were also dirty I discovered the undies had been wrapped in paper (hand towels). Instead of having to just put the undies straight in the wash I had to peel the paper off the undies. I gave up and chucked them. Why on earth would you wrap dirty knickers in paper???

The paper is unnecessary. Weird choice by whoever did that.
We always had ours bagged, but that was a few years ago. I'd be pretty grouchy if they binned them to be honest, it's wasteful and I'm not made of money.
