    The rule should be unless they are 5 on 1January in that year, they cannot start school. It would make it far simpler.

    It really depends on who you ask, some people say sending a child at 4 and turning 5 in term one to be sending them 'early' whilst others say to not send them is 'holding them back'. It can't be both!

    Whereas if it was 5 by a certain date (1Jan being the most logical) there would be no huge age gaps between kids, so no issues with when to start as it wouldn't be a choice.
