Does anyone know if in child protection cases taken to court by DHS where the child has legal representation through legal aid the parent can also be represented through legal aid or if not what other options are available

You can get legal aud funding but not a legal aid lawyer. It is a conflict of intetests.
Legal aid will appoint a lawyer for you or you can go find your own lawyer and see if you can get legal aid for that lawyer

Also highly recommend you write down everything. Every phone call, every meeting, every discussion. Even if it does not seem important at the time.

Yes, the adult will need to meet tbe means test, merit test and a few other things. If you go to Legal Aid website there is alot of info there on representation for parties to care proceedings.
