Yeps not good enough.
If its a repair that I've requested, then I'm happy to give a bit a leeway for notice as to when the tradie is coming.
For example when I moved in, two of the external doors were unlocked and no keys could be found for them. I was more than happy for minimal notice as to when the locksmith was coming, as long as he freaking came!!!
But something like an aircon quote? Nopes - book the aircon guy for next week and then send the required entry notice.

Same- we have had problems with lights being bound by electric tape, holes in floor, doors not locking, etc and am more than happy for barely any notice as they need to be fixed.
Heck, I am happy to give access permission if we are not there, but I need to actually know they are coming!

I'm suspicious as hell, I wouldn't assume they were the owners, despite what they said.
Even if owners, they can't indirect the property without notice.
I would call the real estate, ask them to contact the owners and find out if it was actually them. Did you get license or name?

I didn't think to be honest- DSS was freaking out so I just asked them to leave and contact the agent so I could deal with him. We had a frickin' horrid night, OMG.
Agent finally got in touch, and yep it was the owner. She said she will talk to them about privacy and access notice.

Thankfully they got back to you, and it was the owners! Very scary.
And yes, definitely not legal- yesterday and today's visits.
