    Would it not be something that is in the budget if it was to be done anywhere in the next financial year (I will add I know nothing about the process). If this is so, then nothing should occur until next budget/financial year i.e. 2017/2018

    That would be my understanding. But I know nothing about the process too.

    It's wishful thinking on my part, that it won't happen anytime soon
