Was out on my regular evening walk with a friend and we were walking towards an intersection. The red light camera faces south. All cars facing north and south were stationary. Cars were travelling east and west through the green light. So only the side of the cars were visible to camera yet the camera flashed.
I hope the car facing north waiting at the lights doesn't get fined.
I want to report this tomorrow but don't know how.

They will be able to see that car is also behind the stop bar so not in an infringement location

It flashes twice to prove the car is moving, taking two shots. If the car is in the same spot in both photos you don't get fined.
