Is it rainy where you are? Do you have gumboots and puddles to distract him with? That worked with DS then I sneakily got rid of the shoes.

If I find a good shoe they love I tend to buy in a few sizes. Other than that let him pick a pair out of the few your mil brought. That way he still gets a say.
Limited option choosing has always worked well for me.
