For me, it's not that it's sexualised, it's just that it looks like a shell bra on a t-shirt top for a baby. I'm not offended by it but I'd walk right by it if I saw it in a shop.
I don't want to sound harsh and I think that if the mum loves it, then that's all that matters.
Try not to take it to heart, OP.

I don't see it as breasts at all, and wouldn't have even thought that idea unless mentioned by the OP. Maybe on a pre-teen who actually HAD breasts starting, if it was really highlighting the breast area.... on a baby, it is just a mermaid design against the front?! I'm suprised that people see it as a sexual thing. I wouldn't let my girl wear a bikini, or a mermaid costume like this kind of thing
but the picture in the OP seems fine to me. I guess everyone sees their own thing, OP, and if your friend loves it, don't worry too much about what others think.

I keep thinking it looks like a bra and bras are for breasts. I wouldn't buy it I'm afraid. Sorry, just my honest opinion. Very talented though, and your friend loves it so that's what is important

Cute. I would put that on my girls and I'm very strict with what they wear. All it says to me is 'Little Mermaid'. I don't even let my girls wear bikinis but that very is tasteful to me.
