I replied saying that she is their parent and she needs to be their advocate. I'm wondering if I could report to child services?

She possibly feels intimidated because it's her parent, however she is responsible for acting protectively for her children and MUST step in.
Alcohol is a poison. It's neither funny, harmless or ok for children.
If she won't step in, someone else has to.
