We moved to England last June, and I'm still a complete Nelly-No-Friends! The only people I speak to are DH, my 10 month old DS, and my cleaner who comes on Monday morning. I'm an introvert so I find it very difficult to approach strangers and introduce myself, and when I used to make an effort to go to baby activities months ago, no one really talked to me even when I tried my best to be friendly and chatty. My cleaner (mum of 4) said that she's always found the mums in this town to be either very cliquey or rather cold/unfriendly, and so far I'd have to agree with her. She's been here for a few years now, and says she's hardly made any friends at all in that time. Not encouraging.
I'm going to try and start being more pro-active again and try taking my DS to a couple of other activities (we've been doing a weekly swimming lesson since Sept, but they are not the slightest bit social). In the meantime though, I'd love to talk to any mums who may be living here, or indeed in other countries, and find out how you coped with the isolation and feeling lonely? I'd just love two or three other mums with babies similar age to DS to meet up with for play time/coffee/whatever even just once a week, but this seems an impossible feat.

I'm living back in Australia now but when I had my first bub in England I found the NCT a great organization to meet other parents. Have you tried that? They usually have heaps of groups/events on.
