    I am assuming it would be similar though, just posted that one as I couldn't find the Victorian one! So basically, definitely something OP needs to find out about and clarify

    Always best to start with the relevant legislation (in this case, Victorian) and their own definitions before looking to other pieces of legislation from other states.
