Default 1st Birthday Party - who to invite dilemma!!

Ladies, please advise me as I'm at a complete loss!! My DS2 will be turning 1 soon and we're planning to have a party to celebrate. We were hoping to invite only DS2 friends and their parents rather than all the kids we know (ie DS1 is 3 yo and we were not planning on inviting his friends to the party as they are DS1 friends). However, the more we talk it over with my husband, the more we feel that some of DS1 friends' parents will not feel very happy about this, and it may actually affect our friendships. What do you think? What is the 'etiquette' for inviting kids to parties? How do you do it to keep it manageable? Thanks so much for your views

I invite whoever I want to invite. I invite the friends of the birthday child only as it's their party and not their siblings' party.
If anyone complains, then just explain it to them, most people will understand.
