She doesn't have pet. Just mentioned that she might want one in the future.

We broke our lease, and as the owners were moving in we just paid untul the date we moved and it was cancelled.

This was in qld and the real estate, owners and us all agreed. Go to the Real estate and ask.

They have already done things that make questions their motive like ask for $1000 pet bond as well as put the rent up $15 a week for her wanting to get a kitten.
They say it slow for higher apartments.

Her boyfriend moved out and left her paying the whole amount.

What a #%€¥%# head he is! Your poor DD
She can break a lease due to hardship with no penalty ( boyfriend moving out and leaving her to pay rent she can't afford) so tell her to call the tenancy tribunal tomorrow to confirm ( this is for NSW but I'm sure other states should be similar )

In queensland it is illegal to accept more bond than the maximum of 4 weeks rent (except in the case of the rent being over $750 a week, in which case they can ask however much) so they shouldn't even be thinking of a pet bond.

I would be applying straight to qcat for a termination order under hardship. Not only is the rent over market, but if the boyfriend is on the lease also he is still responsible and she can't be expected to pay on her own.
