I don't know about there but in Vic they are NOT allowed to take photos with your possessions in them without your express permission as it breaches privacy. Now you've said this I would definitely call tenancy advocacy and your state REINSW

To me it definitely sounds like they've got some kind of beef with you and are trying to get you out. Maybe start looking around to see if there are any other properties around that would suit your situation.
