Can someone explain this to me. Is it only for 'high earners'. My partner earns 72k a year so is it better he pays it for cuts? I thought we already got a cut due to the rebate but someone said you can save money or something.

Not sure I really understand what you mean, but if your husband is on 72k a year, there is no cut to the rebate. What is your income?
