I've got similar... I've been using Palmers cocoa butter and it helps. They do a few different types... For my face I've been using Mary Kay botanicals set for dry skin

Default Extremely dry, irratated skin in pregnancy

I should clarify, my problem was extremely dry and flakey skin, not eczema, but it's worth trying for that given that it is for 'dry skin and sensitive skin prone to eczema, psoriasis and contact dermatitis'.

Mine was also on my face mostly, but you could use these products elsewhere, I'm guessing.

My problem is extremely dry and flaky also, i just have a big patch of eczema as well. I'm more concerned with the flaky skin as i have stuff for treating eczema specially but not for the rest of my skin.

I too, suffer with this but my solution has been that I treat myself to a body polish with my massage therapist once a month. It gets rid of the dry flaky skin and you can start fresh. She told me that it helps moisturisers sink in because you get rid of the dead skin.
