There's going to be a range of ages at this party then! The 4 year old age is prime for face painting - they'd really be able to appreciate a theme so say animals or fairytales! Your 1 year old will love the bright colours and will find it amusing!
Party games and music are good for everyone to be able to join it. You could have a few craft like activities like finger print painting - might be a bit messy but fun none the less! Baking is another messy one but the kids love decorating their own cakes and things!
Balloon artist? The kids get something they can keep too which might be a nice alternative to party bags. There's loads of ideas on this page: http://www.birthdayparty4u.co.uk/section/kids-parties
Got a bit carried away, hope that helps!
