Perhaps just say to her "It's lovely of you to offer, but you know what twins are like. They don't like to share each other with ANYone. I've tried having playdates with lots of different children, but they're far happier playing alone. Thanks for the offer though!".
That way she won't feel like it's her child's fault, and you hopefully avoid further nagging.
