    My ds1 gets the same from licking his lips/sucking his bottom lip in. We just put some bepanthen on it and try and tell him not to suck it.

    I have cold sores many times a year and they don't look like that, they're white-ish blisters. I think this looks more like skin rash from dribbling.

    My DD gets this when she sucks on her bottom lip
    Does not look like cold sores to me, looks more like a dribble rash type irritation.
