Permanent dark circles ie they never improve or if you've had them all your life, can be signs of an allergy whether food or environmental such as dust mites. For eg my young bub has them I believe as a result of his milk allergy, dr said if its from that when eliminating it from his diet should see an improvement in 4-6mths

Some asthma medications can cause them as well.

I hate the dark circles under my eyes, and if I don't use concealer people tend to ask me if I'm sick. Sadly for me, they are due to my ethnicity, so they aren't going anywhere. I make sure I am always suffciently hydrated, and eat a lot of omega foods and of course enough sleep.
