id contact the local kingdom hall and express your annoyance at the uninvited intrusion. also ask that because of this incident you'd like to go on their 'do not knock' register so you can ensure it wont happen again

In all honesty, it's obvious they don't see the harm in it. I *personally* think contacting the hall is enough as a first measure, but OP you need to do whatever it is that makes YOU feel the most comfortable If you want to ring the police, then do so, but it might be best to contact them sooner rather than later.
