Sorry to throw a spanner in the works! I'd suspect she may have some kind of cold-like thing if she sounds congested sometimes. There are so many cold-like virus' it's hard to know sometimes. My 3 and one year olds both currently have fever the last couple of days. No other symptoms. No complaints. It's only that I touched them and they felt hot that I noticed. I asked my three year old if he felt sick. He said he had a cold. I have no doubt it's some kind of virus. Too much of a coincidence that they both have it. But I doubt it's a cold. But who knows? It's hard to tell. They can't (reliably) describe their symptoms. Anyway in a way it doesn't matter as the treatment is the same no matter what type of virus it is. Increase fluids. Rest (ha ha yeah right!)
