DD2 is 21 months and in a size 4, my DD1 was waking at 11 months and in a size 2- now at 3.5 she's finally fitting a size 7.
It's hard buying shoes for little ones who are at either end of the "normal" range.
Have you tried see Kai run shoes? They might have something...

We were the same DD was walking at 14 months but had tiny feet and wore prewwalkers as her shoes for ages. Now at nearly 5 she is a 9/10 depending on the brand and most of the 10s are still too big.
DS on the other hand is 28 months and is in a 9 he was in a 4/5 when he started walking at 14 months.
