i found this great booklet that monash IVF in melbourne has produced this is the website that you or anyone can access to read it, it makes for great reading, it explains the procedure and out lines the process in which things are done....
i hope this helps out the Victorian people as much as those who just want info.....
i too am in the early stages of e-mailing my IP's they have their first counselling session at the end of the month,
here in vic from what i have read there is a 6 month quarantine period for embryo's and sperm donations

When a Women cannot bear or carry a pregnancy,. The use of a Surrogate mother to carry the baby is sometimes considered. A Surrogacy arrangement is an arrangement,. Agreement or Understanding between the surrogate and another person or couple. The Proposed rearing couple/person is known as Intended Parents. QFG has Developed policies to ensure the success of Surrogacy arrangements both in terms of achievement of a healthy child or children for intended Parents,. But also ensuring the health and wellbeing of the surrogate and her family. Surrogacy involves many complex psychological, physical, emotional, social and legal issues,. It is important all parties involved are comfortable with this alternative means of having a family.

In the assessment of suitability of the arrangement,. You will be required to consult with your QFG Doctor,. Undertake psychological counseling and both parties will be required to seek independent legal advice from a solicitor experienced in family law. QFG has a dedicated team of Surrogacy coordinators who will assist your Doctor in ensuring you are fully prepared for the planned Surrogacy arrangement. Surrogacy was legalized in QLD with the passing of the Surrogacy Act 2010. QFG will not provide Surrogacy where persons have published an advertisement, statement, or other such material for the purpose of either inducing a person to agree to act as a Surrogate or implying that a person is willing to act as a Surrogate.

MEDICAL CONSULTATION:- At this Consultation, the intended parents will be assessed for suitability in accessing the QFG surrogate program. It will be necessary to obtain a comprehensive medical and social history from you. The QFG Doctor will discuss the potential problems and difficulties related to this treatment, and refer your case to the QFG Surrogacy review subcommittee. THE QFG SURROGACY REVIEW SUBCOMMITTEE:- The QFG Surrogacy review subcommittee is responsible for considering all cases of Surrogacy to ensure the case meets QFG's eligibility criteria. Your QFG Doctor will be responsible for informing you of the outcome of this process. In some cases the committee may seek further information with regard to your request before a decision is reached. If appropriate your QFG Doctor will refer you to the surrogate coordinators to help you schedule appointments to meet the requirements of the Surrogacy program.

SURROGACY COORDINATOR TEAM:- A separate counselling session is held for the intended parents and the proposed surrogate and her partner. The purpose of this initial visit is to register the surrogate and the intended parents (if not already registered for treatment) and provide information on the Surrogacy preparation process. This visit will allow all parties to establish a relationship with the local Surrogacy coordinator who will offer support for all parties throughout the preparation and Surrogacy process. The commissioning couple/person is required to consent to a number of investigations including infectious disease testing prior to the commencement of any treatment. The Surrogacy coordination team will organise these tests and ensure your treating clinician will have a copy of the results prior to your treatment planning consultation.

COSTS:- Although Surrogacy is permissible in QLD,. Medicare DOES NOT allow for payment of Medicare benefits for IVF services provided in conjunction with Surrogacy. Therefore there are significant out of pocket costs associated with Surrogacy. An appointment will be made to discuss the financial undertaking of a Surrogacy agreement. You will be given written information to assist you in the decision making process.

PSYCHOLOGICAL COUNSELING:- In QLD preconception counseling of all parties, being the surrogate and her partner, and the intended parents is mandatory. The pre-Surrogacy counseling is informative of the psychological aspects of Surrogacy, as well as being an assessment process, with Recommendations made to the treating clinic from a counseling, psychological perspective. Aspects of Surrogacy, including physical and mental health histories, stress factors, relationship stability, details of Surrogacy and pregnancy considerations as well as psychological implications and disclosure to the resulting child are explored. This preparatory counseling will occur over a number of sessions and will include personality and mental health assessment and review of all parties using standard testing procedures.
