Question Iced Milk Arrowroot Bikkies

Hi there,
Stupid question but how do you make the icing so I can make those cute iced milk arrowroot bikkies with lollies on them for DD birthday party?

I have the lollies, hundreds and thousands, food colouring and icing sugar but do you just mix it with water or what?!

I think you do just add water but was going to try some flavoured ones so I think i just drop in some vanilla or other flavours!

I always use warm water to make icing, seems to mix together easier and smoother.

Have fun making the biccies
I'm gonna buy some and make them with DS this week, thanks for the idea

Just add the flavour/colour first if it is liquid as it will make it too runny if you add it last and just slowly add the water til you get a paste consistency.
