Ok I'm flying blind here and I'm certainly not an expert or a trainer or anything like that so I'll just tell you what is happening with me and what I would do. In the last 2 weeks I have lost 8cm from my waist, 1cm from my hips and 2 cms from my chest. Now I have worked bl**dy hard for it and done a lot of weights and cardio in that time and guess what my thighs have gotten bigger!
Where abouts do you measure your hips? Sounds weird but it does vary but as long as you measure the same way each time it shouldn't make much difference. I try to get a fair bit of butt in my measurement and if you do as well maybe you need to look at how you are exercising.
If you are doing a lot of weights it might register as a gain for a little while but in time the fat should start to move. Weights are great, they help you lose weight by bringing your metabolism up but any muscle gained may show up as an increase in weight. But again muscle takes up less space than fat.
Personally I don't go really heavy with the weights on my legs, I tend to use lighter weights with way higher reps. This is because I am bottom heavy. So I do high weights low reps on my top half and low weights high reps on my bottom half, the aim being to get a more balanced silhoutte (sp).
If you are doing weights I wouldn't give up on them but I would increase the intensity or duration of my cardio. Do you do exercise videos or take classes? Classes are great there is no way I would workout so hard on my own, it's pretty easy to get off a machine or decrease intensity when you are by yourself.
Lastly are there any other factors which may show up as a gain? I tend to bloat just before that time of the month and unfortunately also at ovulation. What about your diet? Highly processed and salty food might also show up as a gain around that area, even if you are keeping to a decent calorie range you could be retaining water.
Anyways hope you got something out of that . Keep up the great work and don't despair I'm sure the figure will come down with time.
