    Reading some of the responses here, maybe she genuinely didn't understand the concept? Maybe she thought the Dignity project was providing free sanitary products in public toilets for women who needed them? I have heard of it before, but many haven't.

    Yes this. I haven't heard of it until this thread and if I saw a basket of them in the gym change room would probably have thought it was in case you needed a product and didn't have one on hand.
