Default Booster seat with no anchor for school bus

They have finally made it that all school buses in WA have to have seat belts, but now we have the issue of DD (4) being to short to wear one properly and the bus has no anchor points.
Just wondering if anyone can recommend a booster seat that doesn't require an anchor? I've tried google searches but not much comes up

SNS Tourer or SNS swift (rebranded tourer sold at Big W) has the highest shoulder height exit marker.
