    I would report. To be honest, if it was me, I really wouldnt care if they suspected I reported them. This is a childs life we are talking about. Infact, im surprised it has not already been reported (not meaning by you )but by anyone in the public, surely many others have seen them putting their child in the car with no car restraint.

    I agree 100%. There is nothing worse than seeing people put children's life's at risk. I was once driving along the highway and saw a small girl (wouldn't have been older than 2) walking around on the backseat, putting her head out the window, on a 110km highway!! Not only did I call the police, my DF gave her a mouthful when we ended up taking the same exit and stopped at a set of traffic lights.
