OK, now I'm freakin' mad. This is very much off topic so my apologies, but....
My neighbour came to tell me she's going away until Tuesday. No worries. Do you want me to look after the dog and cat for you? "No, I've left a heap of food out for the dog, and the cat is locked inside with it's food, so they'll be fine."
10 minutes later I look outside and the dog is in the street. Coax dog back inside the yard and think "What the hell, I'll just make sure everything is ok."
Big bucket of water. NO FOOD. No food until Tuesday of next week. For a 6 month old, growing dog.
Then I see the cat. It's outside and the door is locked. No food for it, either. It's maybe 3 months old, at best. Big bucket of water - yes. So big, the cat can't reach it.
WTF is wrong with the world?!
Went and got some food for both. Dog wolfed it down and tried to get the cat's food too. Held back the dog. Cat wolfed down food like it hadn't eaten in weeks. Filled smaller bowl with water and cat lapped it up.
Looks like I'm looking after them after all.
Surely, I am not over-reacting? And I can't call animal welfare, because she will know it was me.
@Blossom74 I'd report her to the council/relevant authorities for a start then I'd be handing those animals over to a "no kill" animal shelter to be rehomed.

Blossom I would call animal welfare. It doesn't sound like the yard is secure. When she comes back you just say the dog was escaping and you couldn't afford to buy food. They are not your responsibility, they are hers and she is not being a responsible animal owner. I only have dogs but I also thought there was a law for cats that they had to be inside from dusk to dawn or else you could be fined.
Also Blossom regarding your recall, you may only be getting pathology results. Did they tell you they were doing chromosome testing? They always send tissue to pathology and then if they do want to do chromosome testing they send off another sample. Sorry to sound so cold and clinical as I know it is your baby I am talking about. With my first they said they were doing pathology but not chromosome, kept quoting stats at me that it would be chromosomal and testing is expensive blah blah blah. Maybe with IVF though they do chromosome testing even for the first. Please don't stress about the path results, the doctor will just be telling you all was ok and is calling you in now because they are not waiting on chromosome tests.
