    Definately report. That is not on. Poor pooch, makes me sad and angry. Some people should be banned from having pets.

    Report it! If they aren't doing anything wrong, the RSPCA won't do anything about it. Poor dog

    Report it for sure. I can't remember where I read it, RSPCA website maybe, but there are guidelines for chaining/tethering dogs and being tethered 24/7 certainly was not the guideline. Poor doggy.

    Report it. I personally think it is anyone's business when the abused can't speak for themselves.

    RSPCA will decide if it warrants any further questions... Poor thing... I don't get why you would buy a dog if you really couldn't care less for it...

    I'm not sure if rspca laws are same here as UK but I used I work for rspca and they have quite extensive welfare laws that specify the needs of the animal that must be met. Ie it is not enough just to provide food, water and shelter, they need to have a suitable environment free from hazards, ability to express normal behaviour which for a dog would include regular exercise and socialisation etc. so it sounds like there are issues and the rspca would likely get involved so I would report it.

    Definitely report it. I had a friend in high school who's mum used to tie up their little maltese 24/7 and the poor dog barked all day and night and looked miserable. I told my friend many times to surrender the dog to animal welfare... its just cruel!

    Thanks everyone for confirming what I was thinking. I have reported it to RSPCA. Unfortunately they don't ever update you on the outcome or even if they go and visit them (I have made quite a few reports in the past and never found out about any of them)

    I think there should be stricter rules around buying pets (and having children but that's another thread lol) such as taking a test, having your property visited etc but that will never happen.

    I am particularly angry at this lady because she has had one dog which she obviously didn't love as it was chained up all the time, so why bother getting another!! They are big breeds too so it's not like they are cheap to feed either. I have heard around the neighbourhood that some people are concerned about her children's welfare too. Anyway, I've done what I can I just really hope something gets done, especially as I've reported her before that must count for something.
