I'd report. She sounds like she needs some support.

I did think of that style of parenting actually!

So tonight the baby stayed out in the doorway, crying little bits on and off, until just before 9pm! It was dark outside!

So long as I don't get called in to work tomorrow, I actually have nothing on except for school drop off/pick up and activities drop off/pick up in the afternoon. So I'm going to keep a close eye on them tomorrow. If it's still like this before I school pick up I will report.
I actually just looked up the website for this housing, they say they are partners with a whole heap of different community/charity organisations to assist their residents, and they also have a report line for 'antisocial behaviour'. So that makes me feel a lot better, that I have somewhere to report it to.

Thanks for all the advice, it's been very helpful!
How did things go today @CMF?

I've been at work so haven't had a chance to ring. The baby is still being left in the doorway all day, in fact when I got up for work at 5am this morning it was there already, and was there late last night as well. It cries on and off, not as bad as the other day though. But the fact that the baby stays there in the pram all day and doesn't get any interaction or soothing when it cries it just not right. So I think I will be making a phone call tomorrow.

Please call tomorrow. That poor baby probably isn't crying as much because they know it won't help

When I first read your OP I thought it may have just been a tired frustrated mum that needed a few mins breather. But upon reading your updates, that is a clear case of neglect. Please notify and be this baby's voice.

Please do make the call, or call tonight if the baby is still outside. Please call the police before/ as well as DOCS - the police can and will act a lot more quickly if it is neccesary to do so. I am feeling worried about the baby, especially if it is not being fed properly, it might be crying less because it doesn't have the energy. Please don't hesitate to call ASAP. Let us know how it goes!
