Default If this is NOT bullying, what is it and do you think it's acceptable?

I had a FB break recently and just logged in for a brief few minutes to find this comment(from someone I didn't know) on someone else's wall. The person went on to say that they were considering sneakily filming a person on the railway train the other day purely because they were the perfect example of a "bogan". But they didn't film them and I am glad. I sent a FB message(didn't report them) to the person to let them know that I thought their comment was mean. She stated that the person was talking about taking "methadone, etc".I felt as though she was having a laugh at someone else's expense. Sure, she is entitled to her opinion but her comment came across mean and nasty. It sounded like bullying but she said she didn't know them and they would not know about the post and it was not bullying.

It's not a repeated, aggressive behaviour done to hurt or intimidate so no- it's not bullying.
It's just tacky, shallow and mean.

I don't think it's bullying. To be bullied I think the person has to feel bullied.
I think this is breaching a persons right to privacy. And I think it's offensive, mean, in poor taste and dare I say bub hubs most hated word 'judgemental'
