Going by the rules of succession in royal families it makes sense for Cersei to be queen.
Given no Baratheon kids remain her being the wife of Robert would be next in line

As an aside, I read a theory that Torrmund could be Lady Mormonts father. Apparently in one of the books (not sure which one, I'm not that far) he claims to have bedded a she-bear. The Mormonts are all referred to as bears in the books, and there is no mention of who fathered her and her (now deceased) sisters. That would be an awesome development IMO.
So Dany could, but only those who see her as the righful queen would acknowledge it. Stannis offered to legitimise Jon when he was proclaiming himself as the righful king, but only goes followers wouldhave acknowledged that.
Apparently it goes right back to great grandfathers... Since there are no more Baratheons it goes all the way back and the closest blood line to lBaratheons are the Lannisters.... Technically Jamie should get it since Tommen removed him from the Kings guard....
