This would be the perfect opportunity to teach him that when you're blessed to have more than what you need, you donate to less fortunate people.
I don't understand how you think Target should just hand over cash to you or swap it for something with no proof it was purchased there.
Donate them to someone more needy and with better things to worry about.

Can not believe people use kids birthday parties as an opportunity to make money.
Doesn't matter if you look like you would steal or not. They don't know how you acquired those items or if in fact they were bought at their store. I don't see an issue with their policy.
The idea of wrapping and putting them under a wishing tree is a great idea!

I dont necessarily agree that target should offer store credit without a receipt but this is just going to extremes, there is no indication that the OP was looking to make money.
