    This might sound strange but what about plastic document trays side by side all along the shelves to keep things separated? They are pretty cheap. Could work

    Not sure of the ages of the children but build a ladder up one side - could make great fun reaching things?

    They are 5 and 2. There is enough space on the lower shelves for the clothes, just need to contain them somehow.

    Would under bed storage containers work? I got a soft one for DDs toys under her bed and its long and deep yet not very high and being soft with clear sides easy to see contents and access.

    Here's something similar to what we have
