Default Dry skin and rash (I think) around mouth (pics)

DS has had a red rash type thing on his cheek for about a week now, there's two spots that almost looks like blisters (they aren't). He also has very bad dry skin around his mouth, which isn't normal for him.

Any ideas what it could be? The weather?

I'm subbing because my 27 month old has the same thing.

I assume it's to do with the wind/cold weather. I need to know what is best to put on it to clear it up for him.

My DD has this. She's almost 6 months. I think it's a teething rash from the acidity in her drool/saliva.

I use the Gaia skin soothing lotion. Works a treat and smells awesome! Clears it up in a few days with regular application. It's also a good barrier.

I used to use pawpaw on DD3 for dry skin and dribble rash - she used to get it round her mouth and under her chin.
