How about the miniature train ride places? There's one in altona and one in Eltham. We went to the eltham one for DS's 2nd birthday, I think he would have enjoyed it more this year. Indoors there's always play centres.

There's also that place at kew that has a traffic system (roads, traffic lights etc) that kids can either scooter or ride around. DD1 went to quite a few birthday parties there for 3 and 4 year olds and loved them. I think it's just called Kew Traffic school. I always wished I'd organised a party for DD1 there before we left Melbourne.
