Sorry the S&S Urban and Pegusus don't need tethering. When I looked into this for DS1 the woman at kidsafe said that there was no difference in safety between tethered and non tethered it's just as you said because the seat weighs more.

All the safety guidelines say you can use foam non-tethered boosters, but the plastic boosters have to be tethererd..

But i can't actually find any foam untethered boosters on sale anywhere!

Booster Seats Booster seats are for children from 4 years of age at the earliest until at least 7. They come with and without top tether straps.
Booster seats that have a tether strap are heavier and must be attached to an anchor point. The adult seat belt is used to restrain the child in the vehicle.
Some booster seats have adjustable headrests for growing children.
Foam booster seats are lighter and do not require a tether strap but still use the adult seat belt to restrain the child.

As I said in my above post, AFAIK they aren't manufactured anymore though as they have been replaced with plastic tethered boosters.

Yeah i don't feel good about a second hand one...

Some of the plastic booster seats are used in the US without a tether ie Hi Pod but Aus won't alllow it, I don't know whether that would be safer than a foam booster (but not legal) but I guess aus knows waht's it's doing..
