    If you read the OP again, nowhere does it say that the judge said anything of the kind. I think community services are laying blame on the victims for legal reasons as they fear being sues.

    This is just as disgusting though

    Hmm. Your right. I read it as child safety ie the judge. And it is just as discussing if not more so.

    I read it as the lawyers for DOCS have said that in their submissions to the court.

    Disgusting no matter who writes it!

    Sorry you're right it doesn't say the judge said it.
    Still, the comments are redundant, as since the family didn't know of the boy's previous history, how on earth would they know they should have locks on the girls' doors to keep out such a predator?

    Because the girls should have known better. Duh

    The department that made the placement should be held accountable. I'm surprised it hasn't been all over the news.

    Why? I'd say it goes something like this.

    Boy been in and out of care from a young age. Has burnt through every resource CP had to offer. He became a problem and was using up funding in some kind of facility. Foster parents become available. CP don't disclose everything so that the boy is placed. Disaster happens. CP find someone else to blame.

    Obviously, I don't know that's exactly what happened, but my experience would say that I'm pretty close.

    It's a sad fact that CP get it wrong and when they do there's horrifying outcomes.

    I know people who foster kids and the assumption is you don't know what the child has been through and need to prepare yourself for the worst case scenario.

    My friends family fostered kids. There wasn't any reason to suspect the kids but she wouldn't let her child stay with them unless her family promised that her child would never be left alone with the foster kids. And that her child slept in the room with nanna and pa (where there was also a door lock).

    Low and behold one foster kid was later found to have been abused and abused another young kid.

    Not saying any of the victims/families in this post were irresponsible and brought it on themselves. But I will say my friends responsiblenes probably saved her kid.
