My mum used to pay an older kid (17) to come home with me and do a bit of cleaning till I was old enough to be home alone

Default For those that use after school care...

Honestly, in high school my best friend and I (who lived across the road) were in this situation and expected to go home and entertain ourselves till our parents got home at 5.30. Holy moly you would not believe the stuff we got up to - raiding the liquor cabinet, inviting boys over for inappropriate shenanigans, prank phone calls to random people in the phone book, smoking, smoking pot, etc.

Not all, but certainly some, teenagers cannot be trusted home alone after school

I absolutely agree kids need to be given independence but at the right time. And not all 13 year olds are ready or capable for that responsibility.

I've seen adds on gumtree before offering a free room in return for someone to keep their high school child company after school.

I think that would be a huge potential risk. I think i would be more comfortable with the kids making their own way home and keeping themselves entertained over having a stranger in the house to supervise.
