Yes it is very normal and some babies are just more this way than others. I carried my daughter in a sling everywhere for about 8 months
! She always wanted to be on me. I never let her sleep literally on me though as I simply can't sleep that way myself.. I usually slept on my side with her next to me and let her feed when she felt like it. She started walking at nine months and is very happy to toddle about without me now. I often try to give her cuddles and she just quirms away!

let's start at the very beginning.. it's a very good place to start
My son is 11 weeks and he was exactly like this! I found if I really slooowwwwly eased him down into the cot/onto our bed once he was asleep I could sometimes keep my arms free. He's gotten better now but he still likes to be held for his days sleeps. So I just try to get set up so I have something to do while he naps in my arms during the day, or wear him in a sling. I love the Sleepy Wrap!
I figure I won't be cuddling him to sleep when he is a teenager so I'm just enjoying the snuggles while I can

If it continues, you may want to consider getting your LO checked out for silent reflux....our baby from about 5 weeks hated being in his bassinet or lying down anywhere - I figured he just wanted cuddles too. But at eight weeks we had our check up with the Ped who put him on Losec for reflux, and he was then happy to lie down again
Oh yeah I meant to write too that I got a carrier... It meant I could still move, cook dinner etc
