I don't think so. This is an advance on the education bonus which can be claimed at tax time. As of Jully 1 it then becomes The School Kids allowance and we will get a half payment in Jan, then the other half in July

Part A is the small payment. If you get B (the larger payment) usually you get A too as part b is for low/middle income families

it's very deceptive though, it's just the usual payment you can claim for education expenses at tax time, so it's not an extra for us, just 2 or so months early.
My daughter turns 5 on the 3rd July, 2012 and won't turn 6 until 3rd July, 2013. My ETR goes into our bank this Wednesday for $409.
As long as your child turns 6 before 31st July, 2013 you will receive the lump sum payment by the end of this month =)

    from their website.

Who is eligible for the ETR payment?
Families will be eligible for the ETR payment if they receive Family Tax Benefit Part A for a child who is going to school.
Families who don’t receive FTB Part A may also receive the ETR payment if they receive one of the following entitlements for a primary or secondary student:
    • Youth Allowance (student)
    • Disability Support Pension
    • ABSTUDY Living Allowance
    • allowances under the Veterans’ Children Education Scheme and Military Rehabilitation and Compensation Act Education and Training Scheme.
