    Gross!
On my phone so can't see sig's but if you've got a newbie I'd suggest doing what I did and had antiseptic hand gel around the house and we asked visitors to use it before holding/touching the girls.
They were prem so we got away with it easily.

If not then I suggest a sign like the one linked.

I'd just ask him if he can wash his hands... lol. weather he gets offended or not, is too bad. I'd think at his age he would know better... aargh, yuck. Anyone who doesn't wash their hands at our place, I just say so when they come out of the toilet.. usually after a bit of a laugh, they do so.

I think a sign is a good idea if you have older kids you can pretend its for them. If you have a baby then it might be easier to say we all wash out hands before handling him/her.

    Maybe offer some hand sanitiser?

That's a tough one... it can be a sensitive issue as it's likely to embarrass the man if you tell him straight out to wash his hands.. I had a similar problem, but the man who visited us used to always pee on the toilet floor.. it got so bad that I ended up having to just tell him to be more careful as I was sick of going in after him with a spray bottle of bleach!
Why not leave a small pump bottle of that alcohol hand sanitiser gel that doesn't require water on the window ledge in the toilet? And maybe just a small simple sign above it, with something like "Wash Hands" and just comment very casually that you put it there to remind yourselves to wash your hands, what with a new baby in the house and all.. don't make it all about him, instead make out like it's there for EVERYONE.
And I would be vocal about it in front of your FIL with your DH, for example when DH comes out of the toilet, shout out "did you use the hand gel?" so that it appears like it's again not just about FIL.. he's bound to get the message.
