Default Too tall for car seat?

How do you know if a child is too tall for their car seat?

DD1 is going for a sleep over soon, and we are just trying to work out if the car seat the ILs have is too small or not.
The shoulder strap is above her shoulders in the highest position, and the seat has a 18kg limit and she is only 16kg. Her head is slightly higher than the top of the seat, but I can't remember what the rule is with that.

I think the rule of thumbs is that if their eyes are higher than the seat they're too tall for it. And the straps shouldn't be more than 2.5cm (?) below their shoulders.

To what cindye posted. I had the exact same question and dilemma and went off to the baby shop and was told the same thing. My above average height 5 year old has now gone from a Safe and Sound Maxi Rider to the Safe and Sound the Hi Liner and we're all good (legal) again!

Head can't be anymore than 2cm above the top of the shell.
