Default let them see the friend or not?

sd13yrs has caused alot of stress for everyone lately to the point my dh and her BM are on anti depressants.
alot (not all ) of her behaviour is her copying the behaviour of a friend who tends to lead her astray. this girl wanders the streets at night and is sexually active at age 13. her parents reckon they've tried everything but can't stop her. we have tried banning sd from her outside of school . the school are also aware of how sd behaves when this girl is around and have admitted her behaviour improves when the girl is not there. sd however refuses outright to stop contact and therefore continues to run off with her etc.
we are all at our wits end and i wonder if we are at a point where if she refuses to not see her do we allow it but restrict it to our house where we know then what is goign on, where they are and know they are safe?
