A girl in my mothers group with DD1 did it, no matter what her mum did it didnt stop her, she started shortly after learning to crawl and hardly crawled at all cos being on her knees was faster. She now walks fine and it didnt seem to hinder her in any way, id maybe invest in some of those knee sock things (look like socks cept they just go over their knees, saves their clothes getting grubby and adds for some extra padding)

My daughter did this too, she walked on her knees for a long long time, I'd never seen it before. We didn't really do anything to discourage it, just thought she'd work it out in her own time, which she did
Anyway, she's 3 now and her gross motor is just fine so I guess it didn't do her any harm.
    Cheers
