Could be either really.... hard to say though. If his gums are white it could be teeth. Good thing he's not grumpy :p Rub your finger over his bottom gums you might be able to feel a bulge. Usually but not always they get their two front bottom teeth first.. Mind you he would be an early teether!!

I personally think these symptoms are telling you toothy pegs are on the way!
OH JOY!
If he's cranky (like you said with feeding) I'd say it's probably because feeding is aggravating his gums.
I know a chemist that makes a fantastic teething elixir in Melbourne and does do postal orders over the phone. Just let me know if you want details. I used Panadol and Bonjella on Lucas' gums and the Panadol worked but I didn't like to use it all the time and the Bonjella only worked for about 5 minutes.

when he had his 3month check the clinic nurse said she could feel his teeth but they werent going to be coming through soon.
i dont think i can use bonjela until 4months?

No, you can't use Bonjela until bub's 4mo, but you can use Brauers Teething Relief, I use it, find it worked for my 2, but Panadol didn't.
You can try Panadol maybe a half hour before feeds to give it time to work.
Don't want to sound like a whinger, but I don't believe everything clinic nurses say. I took DD1 to one at 3w and a different one at 8w. They put me down so bad, I was a brand new mum looking for advice and I left in tears.
You may like your clinic nurse, but I don't know how she could *know* exactly when your bub's teeth were going to be coming soon. Even if they don't cut soon there could be movement.
Sorry to be a downer, but hopefully the tip about Panadol or Brauers is helpful.
