I'm trying to figure out how to make the harder icing for cupcakes (not the soft messy type)

Can anyone tell me?
Is it just mix icing sugar and water?!

1 1/4 to 1 1/2 cups icing sugar
1 egg white
2 to 4 drops lemon juice:)

1. Sift icing sugar
2. Beat eggwhite lightly in a small bowl, suing a wooden spoon
3. Add icing sugar one tablespoon at a time, beating well after each addition
4. When icing reaches desired consistency, add lemon

Or you can just use icing sugar, water and food colouring
