fold over elastic

i've ordered some printed FOE for my ds1's training pants i think it will really funky round the legs:D do i need to strech it as i put on like normal elastic ? its not here yet but i need to be educated about it or else dp will say "why did you buy that":laughing: :rolleyes:

im pretty sure that u only stretch it where u want the fabric gathered KWIM?
